the federal government spends one out of every $4. it borrows one out of every $3 it spends. no government can survive with debts as huge as ours. the government has held back rather than spend economic recovery. he seems to sincerely believe that we can build a middle-class out of government jobs paid for with borrowed dollars. in fact, it works the other way. the government as big as this one is maintained on the backs of the middle class. those punished most by the wrong turns of the last three years are those unemployed or underemployed tonight. those who are discouraged have abandoned work altogether. no one has been more harm than the young people of this country. the first generation in memory

loopholes. we want to get rid of regulations that eat our dollars. it means maximizing on a new domestic technology that is the best break we have gotten in years. there is a second item on the national must-do list. medicare and social security have served us well. after three-quarters of a century, it is not surprising that they need repairs. we can preserve them unchanged or untouched for those now in retirement, but need to fashion a new affordable safety net so teacher americans will be protected as well. we could afford to send millionaires pension checks decades ago. now we cannot.

the mortal enemies of social security and medicare are those who are in contempt of the plane arithmetic. listing to those americans will mean that these proud programs implode and take the american economy with them. it will mean that the coming generations will be denied the jobs they need in their youth and the protection they need in their later years. it is absolutely so that everyone should contribute to our national recovery including of course, the most affluent among us. there are smart ways and dumb ways to do this. choking off growth without bringing in revenues we need to bring in the our debts. the better is to stop sending the wealthy benefits they do not need.

it is not fair or true for the president to attack republicans in congress as obstacles on these questions. they have passed bills to reduce entitlements and encourage job creation only to be shot down time and time again by the president. this year, it falls to republicans to level with our fellow assistant -- citizens about reality. if we fail to growhe private sector, nothing will matter. we also must work in ways we republicans have not always practiced to bring america together. the current president has worked constantly to divide us. in previous moments of national danger, we are all in the same

it is not about economics or policy at all. it is about us as a free people. in the two alarming ways, we cannot cut it anymore. the president and his allies tell us that we cannot handle ourselves in this complex world without their protection. let to ourselves we might pick the wrong health insurance, mortgage, school for our children. unless this up as we might pick the wrong light bulbs. the second view, which i admit republicans also hold, is that we americans are no longer up to the job of self governance. we cannot do the job of proving the on affordability of today's safety net programs. we will fall for the idea that we can plow ahead and someone else will pick up the tab.
